Law no. 208/2015 - the Stability Law - came into force on 1 January 2016, with the objective of the country's economic growth.

The main positive measures for the construction sector are:

  • The extension until 31 December 2016 of the 65% tax deduction for energy efficiency and earthquake-resistant measures in buildings and the 50% deduction for building renovation;
  • The deduction of 50% of the VAT paid on the purchase of homes with Class A or B energy efficiency, for sales made by the building company by 31 December 2016 (new);
  • The deduction of 19% of the interest expenses relating to a mortgage loan entered into with the bank to purchase a property to be used as a main residence (up to a maximum of €4,000.00 per year) and on the interest relating to a loan for the construction or renovation of a main residence (up to a maximum of €2,582.28) (new);
  • The deduction of 19% of the purchase fees (up to a maximum of € 8,000.00/year) and of any final purchase cost (up to a maximum of € 20,000.00), for young people under 35 years of age and with total income of less than € 55,000.00 who enter into a housing hire purchase lease from 2016 to 2020. The bonus for people over 35 is payable on amounts reduced by half (new);
  • Irpef deduction of 50% of furnishing expenses for young couples buying their first home.
